02-12-18 MEA & MTNL MS office bearers met Hon'ble Minister of Communication, Addl Secretary, Member (fin) & Member (services), DOT to wish them on new year and requested them to push the revival plan of MTNL.  MOC and all officers of DOT were appeared positive towards MTNL revival. CMD & AlL Board of Directors also discussed the revival issue with office bearers on new year day.
   
30-12-2018 Meeting with CMD--

GS, MEA, Shri V K Tomar, GS, MMS, Shri Dharamraj Singh & President MMS, Shri Mahavir Singh met CMD on 28-12-2018 and had a discussion on regular feature of  delay in payment of salary of employees and its solution. CMD informed that it is well known fact that MTNL is in losses and salary is paid after taking loans from banks. But, now banks have refused loans, so funds for salary are being arranged by claiming our dues from DOT and BSNL. Last month, MTNL received its dues from DOT and paid salary. This month also after strong persuasion, DOT has sanctioned 50 crore against telephone bills of MTNL and has also asked BSNL to pay MTNL dues of Rs 123 crore. As and when this committed amount is received, payment of salary will be released most probably by 5th Jan 2018.

Association/ union representatives once again expressed deep concern over this financial condition of MTNL and stressed on finding the permanent solution to get MTNL revived and reoccurrence of this situation where salary is not paid on due date.

CMD  shared the revival proposal of MTNL and the efforts of management in this direction. He informed that today itself official proposal of MTNL revival has been sent to DOT which contains, VRS, refund of  Rs 4077/ crore of BWA spectrum charges interest, allocation of 4G spectrum to MTNL, transferring loan of Rs 17000/ crore along with land assets of Rs 20000/ crore in a special purpose vehicle to make MTNL loan free company. He also informed that  Telecom commission meeting is scheduled to be held on 14th January 2018 and he was making efforts to get MTNL revival proposal placed in this TC meeting.  Additional Secretary DOT has also called a meeting on 2nd January to discuss MTNL revival proposal. He also asked Association/Union to pursue with Minister and Secretary to take up revival proposal in ensuing TC meeting.

18-12-18 Meeting with PS & OSD to Minister of Communication--PS to Minister of Communication Shri Shakti Kumar called a meeting of Union/Association on 17-12-18 to discuss the issues addressed  by Union/Association to MOC. Shri VK Tomar, Shri Dharamraj Singh & Shri Mahavir Singh attended the meeting in the chamber of PS to MOC. GM(HR) , MTNL & OSD to MOC were also present in the meeting. Forum presented the memorandum to him on MTNL revival and had a detailed discussion on the issues already written to MOC. He has asked the Forum representatives to come again next week to discuss the revival issue in details
   
14-12-18 Meeting with Additional Secretary, DOT---

GS, MEA Shri V K Tomar, GS, MTNL MS Shri Dharamraj Singh, ITEF President Shri Ratnesh Kumar & AGS, MEA Shri Sanjay Kumar met Addl Secretary DOT, Shri Anshu Prakash ( Ex Chief Secretary, Delhi Govt)  today, and had a detailed discussion on MTNL revival and 3rd PRC for about 1 hour.

Forum representatives elaborately briefed that how MTNL has performed and  paid more than 50 thousand crore to the Govt in the past, and how now because of Govt policies, situation has arose  that  even salary could not be disbursed in time last month because of non availability of funds. Forum counted the reasons of this condition and apprised him elaborately. He was fully agreed with the contention of Forum representatives and said that he has seen the golden days of MTNL during his stay in Delhi for last 20 years and acknowledged the role of MTNL in socio-economic development of metro cities. He was very positive and responsive during the discussion. He discussed and shared his views on VRS, MTNL and BSN merger, land monetization, 3rd PRC, revenue generation , diversification of business, etc. He said company can not run on loans for a longtime, so innovative resources for  revenue generation are required to find out. He himself advocated for Govt projects to MTNL and BSNL for increasing their revenue.   He confidently assured that MTNL and BSNL will be revived and Govt can not think of closing these companies.

14-12-18 Meeting with CMD--GS, Shri V K Tomar, GS MTNL MS Shri Dharamraj Singh & Mahavir Singh met CMD and had a discussion on the issues which are being taken up with DOT for MTNL revival and 3rd PRC implementation and also VRS,  4G spectrum charges interest amount from DOT,  payment towards ITI, BSNL and DOT , land monetization, 4G spectrum etc.  Forum representatives raised concern over poor financial condition of MTNL and asked CMD to strongly raise these issues in DOT and take appropriate action to increase  revenue.
   
11-12-18 Status of AM to DM DPC--Vacancy positions in the the cadre of DM(T) and DM(F) of Delhi unit and DM(F) of Mumbai unit have been recieved in Corporate Office. Vacancies in the DM(T) cadre from Mumbai Unit are still awaited.  ACRs will be called for shortly after receiving the vacancy position from Mumbai
   
11-12-18 National Executive Council meeting of NCOA & Executive Council of AIPCOC were held on 7th and 6th December 2018 at Goa. Issues related to revival/survival of public sector and implementation of 3rd PRC with out affordability condition were the main issues along with other issues  of discussion. Protest action programme during winter session and budget session were decided for 3rd PRC implementation and strategic sale/disinvestment of Public sector. detailed minutes and programme dates will be updated later on.

10-12-18 Meeting in PMO on MTNL revival-- Shri Virjesh Upadhyay, General Secretary, BMS, Shri V K Tomar, GS, MEA, Shri  Dharamraj Singh , GS, MTNL MS & Shri Ratnesh Kumar, President ITEF had a meeting in PMO today  on MTNL revival and submitted memorandum to Shri Nirpendra Mishra, Principal Secretary to Prime Minister. A detailed discussion was held on MTNL revival and 3rd PRC implementation &  removal of affordability condition.

05-12-18 Meeting with CMD-- MEA & MTNL MS (BMS) had a meeting with CMD yesterday (4th December,18) and had a discussion on further steps by MTNL management to improve the financial condition of MTNL. CMD informed that case of refund of interest of BWA spectrum charge is being strongly taken up with DOT and VRS for 50% of the employees of  above 50 years of age is also being processed on Gujrat Pattern. Proposal has been prepared and will be discussed most probably today with Add Secretary, DOT, with whom a telephonic discussion was held with  CMD during our meeting. CMD briefed him about the steps being initiated by MTNL management and  meeting for 5th December was fixed. CMD also informed that MTNL management has also taken up the matter of pension contribution to govt on actual basic instead of highest basic as agreed for BSNL. If it is agreed, substantial amount of pension contribution can be saved.

Discussion was also held how management and Union/Association can make govt agreed  on other options already taken up by management with govt for MTNL revival.

05-12-18 Meeting with GM (HR)---GS along with CS Delhi, Shri Sunil Kumar, Jt Secretaries CHQ, Shri R S Maan & Shri Sunil Sonkar had a meeting with GM(HR) yesterday (4th Dec,18) and a discussion on following issues:
  1. Term insurance Policy--Association expressed its deep concern over abnormal delay in this issue in spite of agreement with CMD on this issue. GM(HR) instructed DGM(P) to call LIC representative with in week and process the case.
  2. 30% corpus for post retirement benefits--Association informed him that Director (HR) has marked this case to the committee headed by her to look into this issue. She asked DGM(P) to put up the case to her for further action .
  3. DPC for regular promotion from AM(T) & AM(Fin) to DM(T) & DM (Fin)--Association pleaded for expediting the process to conduct the DPC at the earliest. She assured for expediting the process. CR will be call for soon for AM(T) to DM(T) and AM(Fin) to DM(Fin) regular promotion.
  4. DPC for promotion in Civil wing cadres--Association raised the issue that for last four years no DPC has been conducted in Civil Wing cadres and asked her to expedite for DPC in Civil wing cadres. Status of all the cadres was explained in detail by Shri R S Maan. GM(HR) assured for early action. DGM(HR) informed that information sought from Delhi & Mumbai unit for SDE seniority has been issued and with in week time final seniority list for promotion from SDE to XEN will be prepared and DPC process will start soon.

04-12-18 All India conference of SNEA ( recognized executives association of BSNL) was held at Ludhiana, Punjab. Shri V K Tomar, GS/ MEA & Secretary General NCOA attended and addressed the open session on 29th Nov 2018 . In his address, he stressed that employees can not be held responsible for losses of the PSUs, but Ministers and Secretaries , who are the part of policy making be held responsible for poor condition of the Public Sector ,and their pay and pay revision be linked with affordability of PSUs under their control, not of employees. he said that a case should be filed against them. he assured that this issue will be raised in GOA NEC of NCOA and accordingly resolution will be adopted. He also assured full support in the proposed strike of BSNL Unions and Association for 3rd PRC from MEA and NCOA/AIPCOC. He said Pay revision is our legitimate right and we will achieve it at any cost. He also briefed how NCOA  played crucial role in 3rd PRC constitution and 2nd & 3rd PRC recommendations.

01-12-2018 Protest of employees/officers against non payment of salary on 30th November--

Employees and officers of Delhi and Mumbai came out from their working places to protest against the  failure of Management to pay their November salary for the hard work done by them. employees are working hard and putting their best to run the company, but it is the failure of Govt and management which has not properly managed affair of the company and brought to the company to such a level that now they are unable to pay the salary of the employees. Thousand of crores have been wasted on various projects which were not of any use for the company and did not yield any revenue for the company. Sanctions for some payment by DOT to MTNL can not bring any respite in this grave situation where there is total uncertainity of future of employees and company. so now time has come to fight with tooth and nail to secure our future.

On monday, MEA office bearers will meet other stake holders and decide further course of action.

01-12-2018 Meeting with CMD & Director (HR)--- Representatives of Both majority Unions , MEA & OA had a meeting with CMD & Dir (HR) on 30th Nov, 18 and discussed this woeful situation in MTNL where even salary is not paid on due date and there is uncertainty for future also. CMD explained the whole situation why salary could not be paid on time because of non availability of funds and denial of loans by banks. He also informed about his efforts to manage some payments from DOT. 

We strongly conveyed to the management that now it is not issue of delay of salary of this month, but in the given condition, there is uncertainty of payment of salary in coming months also, so temporary measures of arranging funds for this month is not the only solution of this grave situation, but permanent solution is to be sought so that regular salary and 3rd PRC with all benefit can be ensured at the earliest. . It was also expressed that this situation has arisen because of wrong policies and decisions of management and govt, so  Associations and Unions will fight strongly to ensure revival and survival of MTNL and 3rd PRC with full benefits..

 

   
29-11-18 A Joint meeting of MTNL EA  & MTNL MAZDOOR SANGH was held at T-28 , Atul Grove Road yesterday,  regarding the non-payment of  salary on-time. It is decided unanimously that if salary will not be credited in Employees account on 30 November then ALL THE EXECUTIVES/NON-EXECUTIVES WILL HOLD DHARNA AT FOLLOWING PLACES (from 12 noon to 3 PM) --

The Executives & Non-executives of MTNL are feeling very agitated about the issuance of letter from MTNL CO in this concern, as per which the salaries will not be disbursed on-time and there is no clarity about payments of salary in this letter.

27-11-18 GS MEA along with Shri Arun dixit, Sh Sunil Sonkar and Shri Satyavir Singh met Dir(Fin) yesterday, and had a detailed discussion on this issue of salary payment on time and how to improve the financial position of MTNL. He informed that he tried with many banks to give loans, but they refused because of fresh guide lines of reserve bank. He said that he is still trying with some other banks. We have conveyed him that delay in salary payment will send very negative message amongst the employees and customers which will adversely affect the efforts to revive MTNL and asked him to take all possible steps to pay salary on time. But, he was not confident to arrange funds to pay salary on 30th Nov. We will meet CMD today and apprise him of our decision of protest on 1 Dec in case salary is not paid on 30th November.

MEA had a discussion with MTNL Mazdoor Sangh( Recognized Union of Delhi Unit) on 16-11-18 on following issues

1...Proposal of Niti Ayog approved in Group of Secy for disinvestment meeting headed by Cab Scey on 11-10-2018.  

2...Implementation of 3rd PRC in MTNL

Iit was decided that Forum of MTNL Unions and Association will immediately write to Minister and Secretary expressing its protest against Niti Ayog Proposal and delay in implementation in 3rd PRC in MTNL, and will shortly decide agitation programme after discussion with Mumbai Union on these issues. Be prepared for protest action programme.

 

We also decided that if salary is not paid on 30th November than employees and officers will protest on 1st December

13-11-2018 Meeting with CMD--GS , Shri V K Tomar along with AGS, Shri D P S Chaudhary & Jt Secretary, Shri R S Maan met CMD , MTNL Shri P K Purwar on 12-11-2018 and discussed following issues--
  1. At the very outset, CMD informed that there is good thing for MTNL that DOT is now positive for 4G spectrum allocation to MTNL and case is being processed.
  2. CMD also informed that DOT has returned back the GPF amount  of Rs 1100 crore to MTNL and still about Rs 600/ crore is pending with DOT for which there is difference of opinion between DOT and MTNL.
  3. CMD also said that this month liability is Rs 500/- crore and fund arranged are Rs 325/- crore so there is shortfall of Rs 175/- crore for this month . Therefore MTNL will not be able to pay this month salary until and unless DOT intervenes to get us our dues Rs 300 crore back from BSNL, for which he will meet secretary DOT tomorrow.
  4. Implementation of 3rd PRC--Association apprised CMD that  some discussions and correspondence are taking place between DOT, BSNL management and Form of BSNLregarding sending cabinet not for relaxation of affordability clause to implement 3rd PRC, and asked him to take initiative in DOT to process MTNL case also along with BSNL. He said that he will take up the case of MTNL in DOT only after when some opinion is formed in DOT regarding BSNL. He also asked Association to pursue with minister and secretary in this regard.
  5. Promotions in Executive cadres--Issue of promotions as in BSNL by up gradation of posts, increasing SCF quota and relaxing eligibility condition for DGM cadre were also discussed. CMD was not committal but assured to look into these cases.
  6. Individual grievances--some individual grievances of the officers were also raised on which he took positive action.
  7. Revival of MTNL--  A detailed discussion was held . CMD has asked us to come again for detailed discussion along with union representatives so that comprehensive view can be taken on MTNL revival.
   
13-11-18 Meeting with Director (Tech)--GS, Shri V K Tomar along with AGS, Shri D P S chaudhary and Jt Secretry , Shri R S Maan met Director (Tech) on 12-11-18 and had a detailed discussion on MTNL services. various issues related to decision making to execution and approach of senior and middle level management discussed.

Issue of suspension of one SDO in Mumbai on repeated fault on his instruction was discussed in length and Association pleaded for immediate revocation of suspension on the basis of the Mumbai unit enquiry report . Association explained the field problems and pressure on field officers and also working conditions of MTNL. He also raised many issues of delay fault clearance, replacing BB connection from copper to FTTH, rehabilition of DP and pillars etc .

08-10-18 MEA Mumbai Circle Conference-

Mumbai Circle Conference was held on 5th October 2018, at Kitte Bhandari Hall, Dadar, Mumbai. A large number of officers participated in the well organized conference. Circle President Shri Upadhyay presided over the delegate session and Circle Secretary, Shri G P Yadav placed his Circle Secretary report covering all the developments in the intervening period, which was unanimously passed .Delegate session was addressed by GS Shri V K Tomar who elaborately explained all the issues related to MTNL revival, 3rd PRC, 5% fitment, promotion policy, 30% corpus, trg increment, DPCs in different executive cadres, term insurance policy, EPS 95 pension scheme etc and thanked Mumbai Circle for successfully implimenting Joint forum call regarding 78.2% fitment. Shri Sunil Kumar, CS, Delhi and Shri S S Nanda, GS, RTOWA also addressed the delegate session.

Delegates raised many important issue regarding MTNL revival and welfare issues and also gave suggestions on various issues.

GS assured that all the issues will be strongly fought and  stressed that MTNL revival and 3rd PRC are the most important issues before Association and Association will fight upto last to resolve these issues. He appealed members to be ready for  struggle in days to come.

 

Circle Representatives body election was held, in which Com J J Mathias, Com G P Yadav & Com Manjoore were elected as President, Circle Secretary and Treasurer respectively along with other office bearers.

GRAND SEMINAR BY MTNL MAZDOOR SANGH/BMS
A seminar was organized by MTNL Mazdoor Sangh (Majority Union of MTNL) on 18-09-2018 in Talkatora Stadium on the subjects:
• Pay Revision
• Pension Revision

• Revival of MTNL
• Counting Casual Service for Pension
Hon’ble Sh Manoj Sinha MOC&IT was the Chief Guest. The seminar was also attended by CMD, Dir(HR) , Dir(Tech) MTNL, ED (Delhi) along with other Senior officers. and MEA and RTWOA also participated in the seminar.
A huge gathering of above 6000 employees witnessed the seminar. Sh. Virjesh Upadhaya, Sh. Dharam Raj Singh, Sh. V K Tomar, Sh. S S Nanda addressed the seminar and focused on all the issues and stressed upon MTNL corporate management to take up the issues at appropriate levels. They also requested Hon’ble MoC  Sh. Manoj Sinha to intervene in the matter & utilize his powers for early settlement of issues of working and retired employees of MTNL at the earliest. They said that revival of MTNL is a big challenge before all of us. So, MoC  should work out on revival plan of MTNL on over riding priority, as suggested time & again by this platform & the MTNL corporate management. 
 MTNL MS Presented a Memorandum to Hon'ble MOC on all the issues MTNL Revival, Implementatation of 3rd PRC, Pension Revision & counting casual service for pension and Sh Dharamraj Singh effectively raised all the issue before MOC. Seminar was very grand and successful.

MOC in his address assured to look in all the issues raised in the seminar, he said 4G spectrum may be allotted to MTNL/BSNL by Dec 2018 and stressed on FTTH for MTNL revival.

  Meeting with Member (Technology)--

GS Shri V K Tomar along with  AGS Shri D P S Chaudhary & CS Shri Sunil Kumar met Member (Technology) Shri Prabhash Singh  10-09-18 and discussed the issues related to MTNL revival.

M(T) informed Association that he has recommended 4G spectrum to MTNL and now final decision will be taken by hon'ble Minister. He said that DOT requires officers for term cell and TEC and wants officers from MTNL whose salary will be paid by DOT so that salary burden of MTNL can be reduced. He asked Association to send as many numbers of Officers as possible.

Issue of MTNL and BSNL synergy and merger was also discussed in details. He is also of the view that merger is the best solution.  <<photos>>

28-08-18 Meeting with Member (Services)--

Meeting with Member(Services) DOT on 27-08-2018 Sh. V K Tomar Chairman, Sh. Dharamraj convener of Forum of Union & Association of MTNL, Sh. S S Nanda Convener of JF of MTNL Retirees and Sh. Sunil Kumar C/S MEA met Sh. Ravi Kant Member (Services) DoT on 27-08-2018 and presented him bouquet for his new assignment and assured him for their co-operation for maintaining the harmonious relations & to work for survival & revival of MTNL. Member (S) reciprocate with the same gesture and also assured to do the justice for the welfare activities of the employees & retirees of MTNL. Association representatives also had discussion on the ongoing issues of the working & retirees of MTNL like:

1. Revision of pension as per 7th CPC for MTNL / BSNL combined pensioners: Association representatives elaborately discussed with complete justification on the issue. He told that the case is already being considered and assured for positive note in the matter.
2. 5% IDA neutralization for the pensioners: Association representatives requested him to expedite the issue at the earliest to complete the process. Member (S) told that he will see the status of the issue & assured to expedite it
3.  Revision of pay as per 3rd PRC: Association representatives strongly raised the issue for removing the ‘Affordability clause’ for implementing the recommendations of 3rd PRC in BSNL & MTNL. He told that case will be processed both for MTNL & BSNL for removing affordability clause.
4.  Pay parity & merger of MTNL/BSNL: Member(S) told that both the issues are interlinked. He said that on this issue, decision is to be taken at higher level.
5. Revival/Survival plan of MTNL: Association representatives also discussed this issue in length and suggested no. of viable ideas for Revival/survival of MTNL.

 Member (S) appreciated the plans suggested by the association representatives and assured to discuss at appropriate level on the subject matter. Meeting ended with a vote of thanks.

20-8-18 Meeting with Director (HR& EB)--GS V K Tomar along with AGSs Shri D P S Chaudhary & Shri Sanjay Kumar and CS Shri Sunil Kumar met with Director (HR) and discussed following issue
  1. NDMC project to provide FTTH and wifi in Central area with NDMC connect--Association congratulated Dir (HR& EB) for successfully launching of the services which were inaugurated by Hon'ble Home Minister Shri Rajnath Singh in the Presence of Hon'ble Minister of Communication  Shri Manoj Sinha, who spoke good about MTNL in this inaugural programme in front of media , public and  Politicians and Sr officers of different agencies. We discussed how we can grab other govt projects to expand our services. Dir (HR&EB) asked Association to make this project successful, otherwise we will not other projects. Dir (HR&EB) told that there is target of two thousand FTTH connection in first phase in the NDMC area, which we have to achieve at the earliest . he appealed to all officers through Association to work hard and fast for the same.
  2. HR issues which were discussed with CMD  were again discussed with him ,. He asked association to submit all the issues in writing once again so that cases can be initiated.
  3. Dir (HR&EB) informed that management is once again pursuing for VRS 
  4. Left out promotion cases were also discussed. He said that some issues have been discussed with GM(HR). He asked Association to have further discussion with her.
   
20-08-18 Meeting with CMD--GS , Sh V K Tomar along with VP Shri P K Gupta, AGS Shri D P S Chaudhary & CS Shri Sunil Kumar met CMD on 18-08-18 and discussed the following issues
  1. NDMC and MTNL joint project-- Association congratulated CMD for this initiative and discussed how this type of project can be utilized for expanding our reach to the customer and create reliability towards the MTNL services
  2. 3rd PRC--Association pleaded that matter is required to be pushed in DOT for sending cabinet note for relaxing affordability clause along with BSNL. CMD assured for the same
  3. 30% Corpus for post retirement benefits to the MTNL recruited officers--Association asked CMD to constitute the committee for the same as he has assured during last agitation. He assured for the same
  4. Promotions in Senior Manager & DM cadre-- Association informed CMD that BSNL has made huge promotion in BSNL in all streams before implementing of CPSU hierarchy. Association demanded to increase the SCF quota and promote officers at par with BSNL. CMD said he will look into this.
  5. Reducing eligibility condition of 4 years to 3 years for promotion to DGM in all streams--Association pleaded that because of long stagnation in SM cadre, most of the officers do not have eligible period left out before their retirement to be promoted to DGM, so they retire as SM while working as DGM on looking after basis for years together. Association demanded to reduce eligible condition of 4 years to 3 years. In this issue also he said that he will see what can be done.
  6. Filling all unfilled posts at DM level in all streams--Association said that competitive quota vacancies in DM cadre are lying vacant in all streams and officers waiting for their promotion for about 10 years so either these vacancies be transferred to SCF quota or fill through LICE where ever is required.  
  7. Official language cadre issue--CMD said what ever could be done has been done. For further improvement he did not agree  
  8. Issue of relaxing age criteria for the widower of MTNL employees for direct recruitment in Awas also discussedM cadre  which CMD agreed
  9. AO to CAO promotion--He informed that as per the request of MEA, he has agreed to take vacancies upto march 2018 as has already been agreed for DE promotion
  10. Request application of deputation/redeployment--Association inquired about the decision of management on considering the request of  about 150 officers for deputation in other organization. CMD said that when GMs were asked about the relieving of these officers, they informed that majority of officers who applied for deputation can not be relieved because they are good performers and working on important task. He said he will take decision shortly on these cases

CMD called GM (HR) in the meeting and briefed her about some of the issues discussed in the meeting to take appropriate action.

   
10-08-18 GS along with CS Sh Sunil Kumar & CT Shri Satyavir Singh met GM(HR) on 09-08-18 and discussed following issues.
  1. SDE to DE regular DPC--Association informed her that screening report of both the units have been received and requested her to expedite the DPC process so that promotion orders can be issued in this month only and . She assured for the same
  2. Decision on the process to complete the ACRs of officers whose reporting or reviewing officers have retired without completing the ACRs of officers who have submitted their self appraisal. She informed that decision in this respect will be taken shortly and a robust procedure will be prepared for future to stop recurrence of such cases.
  3. Official language cadre issue--Association explained her that after long persuasion of this Association, a committee was constituted to address the official language cadres issues. The recommendations of that committee can address the issues to some extent and requested her to initiate the cadre once again with this recommendation. She explained how this issue is also being raised in Hindi parliamentary committee and replies given by management. She said that CMD is directly involved in this issue.
  4. Term insurance--She informed that LIC has given its quotation, a copy of LIC proposal and a letter from management to Association was also given to Association for further discussion with LIC.   
  5. Status of applications of officers for deputation/redeployment--She informed that all the applications received from Delhi and Mumbai have been put to the CMD for further direction to the committee which has been constituted to take decision on these applications .
  6. individual cases of sabbatical leave and promotions were also discussed.

04-07-18 FFor higher pension in exempted trusts like MTNL, NCOA (National Confedration of Officers Associations) and NCR ( National Confederation of Retirees) for serving and retirees are jointly filing case in supreme court on 7th July 2018. Sixty thousand serving and retirees employees and officers have paid for this case. EPF 95 struggle fund account has been opened in Delhi. We have received more than sufficient amount to fight this case, therefore we have not asked MTNL friends to contribute in this fund. We have covered all the points in our petition related to higher pension to the retired and serving employees . So MTNL  officers and employees who are in EPF 95 scheme will be covered in this case. Details will be  communicated shortly.
   
04-07-18 Meeting with ED, Delhi--GS Shri V K tomar, CS Shri Sunil Kumar & AGS Shri D P S Chaudhary met ED Delhi today and discuss following issues
  1. Issues related to improvement of service in MTNL Delhi,. --various policies/  plans and  actions in different segments of services were discussed in length. shortage of cables and other materials also discussed. ED informed that he has brought to the knowledge of CMD who has assured to provide funds and other materials shortly. Association stressed for  Expansion of FTTH which ED assured and explained the efforts being made in this direction
  2. local Promotions in the cadre of DE/ DGM--Association asked ED to get DGM promotion list issued at the earliest because there is acute shortage in DE and DGM and also asked him to get DE local promotion list issued immediately after DGM promotion orders. ED assured. Association also raised that while transfering officers from one area to other area for rationalization of work, the interest of service and the distance from residence should be taken into consideration.
   
   
04-07-18 Meeting with Director (HR)--

GS, Sh V K Tomar along with Shri Sunil Kumar, CS & Shri Satyavir Singh CT met Director (HR) on 03-07-18 and discussed following points.

  1. Revival plan of MTNL--Dir (HR) briefed about the discussion on MTNL revival plan discussed in DOT in which VRS 4G spectrum and land monetization are the main focused issues. Other options and suggestions were also discussed in details.
  2. Term insurance & 30% Corpus--We informed director (HR) that in spite of assurance in the last meeting that committee constituted for term insurance will submit its report in a week time and after that 30% corpus issue will be given to the same committee, nothing has been done so far. Dir (HR) again said that he will discuss with GM(HR).
  3. Uncompleted ACRs of officers because of retirement of reporting and reviewing officers-- We brought to his knowledge that some senior officers have retired and left many  un reviewed ACRs resulting dropping of officers in promotions. He said appropriate action/decision will be taken in such case after getting information from other PSUs, what policy they are adopting in such cases.
  4. Implementation of  increase in 5% fitment  for retired employees--He said proper action will be initiated shortly after discussion with CMD
  5. Filling all unfilled posts in all executive cadres/ CPSU promotion heirarchy as in BSNL--Association expressed its great concern over delayed promotion in MTNL in all executive cadres and demanded that all vacant posts be filled up immediately and also to consider long pending demand of the Association for time bound promotion upto Jt GM as assured through terms and condition of absorption. Association made it clear that there is great discontentment and agitation amongst officers which can not be contained for a long time if management did not act promptly to improve the career progression of officers, we will be compelled to resort to agitation programme for   securing faster promotion in MTNL.

Historical March to Prime Minister’s residence

On 19.06.2018 demanding removal of affordability clause for 3rd PRC etc

 

More than 2,000 CPSU Executives, officers from Banking sector, Insurance sector and Central Govt marched to the Prime Minister’s Residence demanding removal of affordability clause for 3rd PRC implementation, wage revision in Banks, stop disinvestment/ Privatization, Assured Pension to all etc. The march was stopped at Parliament Street by the Police.

The March was addressed by Veteran Trade Union leaders Com Tapan Sen, MP and General Secretary/CITU, Shri Brijesh Upadhaya, General Secretary/BMS, Com Dr. D. Thomas Franco, Secretary General/AIPCOC,and,Secretary General/AIBOC,Com.V.K.Tomar,GS,MEA,President/

15-06-18 P K Purwar, chairman and managing director of public sector telecom firm MTNL, said, "MTNL has invested a lot in Delhi and Mumbai to improve its services with a hope to increase its customer base and revenue," adding that a proposal to provide 4G spectrum to MTNL and BSNL is also under active consideration at the telecom ministry. <<news>>
   
13-06-18 CEC Meeting--Delhi CEC was held on 12th June, 2018 at BSNL recreation club, Kidwai Bhawan which was attended by large number of office bearers and presided over by Shri S R Singh.

Main agenda of the meeting was to make 19th June 2018 March to Prime Minister House for 3rd PRC implementation with out affordability condition and other issues. General Secretary and Circle Secretary elaborately explained the issues and need of the hour to make rally a grand success for  getting 3rd PRC implemented in MTNL. All office bearers were asked to bring 100% members in the rally .

All are requested to come to rally at 12 o clock on 19th June at Eastern court

for 3rd PRC implementation without affordability clause and to oppose move of privatization

All Office bearers are requested to mobilize and organize in such a way that all officers of MTNL Delhi  along with BSNL officers participate in rally to make it successful to achieve our legitimate right of Pay revision in MTNL/BSNL w.e.f 01-01-2017 and also to stop move of government to privatize MTNL/BSNL.

Come on in full strength on 19th June 2018 at Khurshid Lal Bhawan at 12 o clock. Make arrangement of vehicles if required to bring all officers.

   
02-06-18 Meeting with GM(HR)--GS along with CS Shri Sunil Kumar & Jt Secretary, CHQ Shri Sunil Sonkar met GM(HR) on 01-06-18 and discussed following issues.
  1. Clarification regarding redeployment of DOT recruited staff in other departments/PSUs/ Institutions---She informed that clarification has been issued that it is deputation not redeployment, and the committee headed by her will decide the age age criteria after receiving the application from employees.
  2.  Term insurance Policy--She informed that discussion is going on with LIC. Management has asked LIC to give different different slabs for different kind of employees according to age and salary. She informed as per scheme and salary slab, there may be slabs varying from ten lakhs to fifty lakhs term insurance. Things will be finalized shortly.
  3. Issue of sabbatical leave, draftsman promotion, deputation, medical policy, welfare scheme pending DPCs  were also discussed.

Association sought the clarification on the background of these orders of redeployment/deputation and terms and condition of redeployment. Dir (HR) clarified that when VRS proposal of MTNL management to reduce the staff cost was turned down by govt, than MTNL sent a proposal to DOT that 20% DoT recruited staff can be spared for deputing in other department/PSUs to reduce the staff cost of MTNL. He also clarified that this deployment will be purely on deputation, not permanent deployment/ absorption in other department/PSUs. After receiving the options from employees, MTNL/DOT will write to the departments/ PSUs in those places with the biodata of such employees to inform that these employees are interested to work on deputation, if any department/PSU selects these employees, than they can be relieved.  He also informed that  a committee of three GMs has been constituted to this process and decide which employees can be relieved.

But, in spite of lengthy arguments, Dir (HR) maintained that no Direct recruited officer will be considered for this deputation because they have been recruited for the MTNL with the terms and conditions of recruitment of MTNL unlike DOT recruited employees.

DGM(T) regular promotion-- Association requested Dir (HR) to issue the regular promotion list of DGM(T) before 31st May, so that officers who are going to retire this month can get regular promotion before their retirement. he said that GM(HR) is on leave and will tell her when she joins on 30th May to expedite the case so that orders can be issued before 31st May.

Term insurance policy & 30% Corpus--He informed that committee constituted for terms insurance is likely to submit its report in a week time and after which 30% corpus issue will be given to the same committee.

Revised entitlement/eligibility criteria for allotment of residential accommodation--We were raising the issue of payment of three times license fee by the looking after officers for the residential accommodation entitled for that post. Now management has resolved this long pending issue by modifying the clause of entitlement of residential accommodation. letter attached

23-05-18 Meeting with CMD--GS, Shri V K Tomar, GS, MTNL MS Shri Dharamraj Singh, President MTNL MS Shri Mahavir Singh & GS, RTWOA Shri S S Nanda met CMD on 22-05-18 and discussed following issues.
  1. Delay in DOT approval for 73.8% IDA neutralization ( 5% increase in 68.8% fitment) w.e.f 01-01-2007-- This issue was raised, CMD said that 5% increase in IDA neutralization case was sent to DOT with the consent of Minister, Secretary & Member (Fin), so there should not be any delay in the approval of this case and he will talk to concerned DDGs of finance wing of DOT, where this file is being processed, for expediting the case.
  2.  Clarity on 5% increase in IDA neutralization for retirees--CMD informed that it is notionally from 01-01-2007 and is for all, however it will processed separately after the  DOT  approval in present case.
  3. Recommendation of pension revision as per 7th CPC--CMD informed that case is in process in Corporate Office and will be sent to DOT shortly
  4. 3rd PRC implementation--   CMD informed that 3rd PRC implementation case is being processed in DOT for both MTNL and BSNL for seeking affordability relaxation from cabinet.
  5. 30% Corpus for post retirement benefits to MTNL recruited employees--issue was again discussed and CMD still wanted to see and know  many things before taking any decision on this issue, so it was suggested that let an committee look into the various aspects which CMD wants to address before taking decision.
  6. Issues of indoor medical facility to working and retirees were discussed in length and CMD was briefed about the difficulties being faced by working and retired employees. CMD assured to look into these problems
  7. some issues related to deputation and sabbatical leave of officers were also discussed.

11-05-16 Meeting with CMD-- GS, MEA/ Chairman Forum & GS, MTNL MS/ Convener forum had a meeting with CMD along with Sh D P S Chaudhary, AGS, MEA & Shri Mahavir Singh President MTNLMS and discussed the issues raised through MEA protest.  CMD and Director (HR) informed that management is working on the issues raised after the death of one young officer,  Shri Manish Kumar. They briefed about the steps  taken by management in respect of ex gratia payment, rent free accommodation for 4 years and initiatives for job to his wife and constitution of committee for term insurance. They said that regarding term insurance, a committee has been formed . In respect of 30% corpus for post retirement benefits to MTNL recruited employees, a detailed discussion was held with all justification and legitimacy of the issue. After detailed discussion, CMD said that issue will be viewed again and discussed to find out the ways to implement it. many other things raised by association including working culture and work procedure were also discussed and management assured that actions will be taken after further discussion with the management.

Management was informed categorically that if the  issues raised in this protest are not settled in a reasonable time than, protest will be resumed. let us hope for best and prepare for future action if required.

Two days Successful hunger strike at Corporate office Delhi & Prabhadevi Mumbai--Thanks to all

Two days successful hunger strike was organized by MEA at Corporate office, New Delhi and Prabhadevi , Mumbai on 8th and 9th May 2018 in support of following demands 1- permanent Job and compensation to wife of late Com Manish Kumar 2--term insurance policy for all employees 3-30% corpus for post retirement benefits to DRs for social security 4- Independent enquiry of the fatal incident so that further such incident can be avoided  5- improvement in work procedures and working culture .

A large number of officers set on hunger strike both days which was addressed by GS, MEA/ SG NCOA Sh V K Tomar,  President IOC/ NCOA Shri Alok Roy, GS RTWOA, Shri S S Nanda & Shri R K Mudgal, Circle Secretary Delhi Shri Sunil Kumar  & Circle Secretary Shri G P Yadav at Mumbai along with other young comrades and CHQ Office bearers. 

GS in his address stressed that this incident has exposed the pathetic working culture and insensitivity of incompetent management who has created mess in the company because of indecisiveness and lack of interest in running the company. He said all the issues raised by the association are related to safety and security of the officers and employees which need to be resolved on priority basis, and said that  Association will continue to fight till the settlement of these issues.  He said that this protest was peaceful and care was taken to ensure that no inconvenience is caused to customers. But if management did not take steps to resolve the issues raised by association, Things can go in any way. GS appealed all officers irrespective of any interest group  to be united and fight for justice, safety and security of all employees of MTNL.

Thanks to all who participated in large number in hunger strike to make the programme successful and make the management to listen the genuine concern of the officers and the family of deceased comrade. 

Special thanks to the DRs who turned up in large number in Delhi and Mumbai. Keep it up.

We will discuss these issues shortly with the management and decide future course of action.

Day Long Dharana was organized at corporate office , New Delhi and Prabhadevi, Mumbai in support of   demands of Justice to the late Shri Manish kumar, compensation policy, social security by ensuring corpus for post retirement benefits,, terms insurance policy for all employees, safety of officers/ employees and also the improvement in work culture and work procedures in MTNL on 3rd May 2018, which was attended by large number of officers both in Delhi and Mumbai.. At Delhi, gathering was addressed by GS, MEA Sh V K Tomar, GS, MTNL MS Shri Dharamraj Singh & CS Delhi Shri Sunil Kumar. GS in his address said that these are the legitimate demands for which Association will fight to any extent to see the solution of these issues. He said that MTNL is working on adhocism and  there are no work procedures and proper policies for running the company. Management is working on short term policies as if MTNL is to be run for a short period. Quality of material is substandard and the approach of management is very casual in deciding the things and because of that incident like death of late Manish Kumar happens. He condemned the report of enquiry of the death of Manish kumar, which says that death was because of over enthusiasm of the officers. He said that all officers are required to be over enthusiastic to revive the company, but if management will use  this over enthusiasm for shielding their failure to provide safety and security to the employees than how MTNL will be revived. We have to fight against this thinking of the management.

 Shri Dharamraj Singh , GS MTNL Mazdoor Sangh assured full support his Union for the solution of these issues which are common for all employees and officers.

Meeting with PGM (WS), Delhi

A meeting was held on dated 28/04/18 with PGM WS and MEA WS unit in the chamber of PGM WS at CGO complex. Sh.Sunil Kumar CS MEA Delhi and Sh.Vikrant Singh ,Astt.Tresurar CHQ MEA attended the meeting with Sh M K Singh CVP, Sh.Pankaj Sharma, CVP MEA Delhi  ,Sh.Mukul Dixit, AS WS unit,  Sh.Mahesh Sharma DS MEA CGO,Sh Chander Bhushan and Sh.Chauhan from MEA WS unit. The following issues were discussed in detail:

Acute Shortage of staff in BSS uni.It was suggested by the Association that one TTA should be deputed to all sub division from the new recruited TTAs. PGM WS agreed and promised he will take the issue with ED Delhi.

Regarding electrical support in BSS unit ,PGM WS informed that a Tymp advance of RS 5000/ PM will be given to each SDE in WS unit but it was suggested by the Association that an electrician should be deputed for each division at least. It was decided that DE of each division will depute an electrician who will be paid by the consolidated Ty advance of all the Sub Divisions of the area and all liasoning with electrician and Account unit will be handled by Area DE because of work pressure on SDEs.

ACs and PPT will be installed in different areas to improve the infrastructure of BSS.PGM WS was suggested to frame duties of SDE/DEs/PM /RMs of WS unit in view of recent  Bawana case on security point of view. He remained silent on the issue. It was suggested to carry the lying replaced PPT or HW by NSN on BTS due to shortage of space. PGM immediately contacted NSN to resolve the issue. A presentation to handle new site was also suggested and PGM agreed for that. Shortage of vehicle, enhancement in sites ,making more sub Divisions in BSS unit were also discussed. PGM told ,he will approve the extra KMs where there is is shortage of vehicle, but he was non committal on increase of vehicle. meeting ended with a positive note.

 

   
28-04-18 Delhi Circle CEC meeting was held yesterday in Kidwai Bhawan, which was attended by large number of young comrades along with CEC members. The only agenda of discussion was the notice served regarding the issues erupted after the tragic death of Late Com Manish Kumar, job and compensation to his wife and related Social issues like Superannuation benefits, Term insurance, compensation policy and for improving working condition, work procedures and work culture of MTNL. GS and CS Delhi in their address asked all office bearers and rank and file through them to make all protest action programmes a grand success and appealed to come in full strength on 3rd May dharana and 8th & 9th Hunger strike at CO , CGO for settlement of legitimate issues to ensure safety & security of employees and their families.

14-04-18 BCP Area MEA GB Meeting--Area GB meeting of MEA  held at BCP on 13-04-18 which was presided over by Shri Om Prakash , DGM. almost all the officers of BCP area attended the meeting, which was addressed by GS Shri V K Tomar, CS Shri Sunil Kumar, ACT CHQ Shri Arun Dixit & AS BCP Shri J S Yadav. GS elaborately explained the whole achievement of the  Forum struggle and thanked the members for their full support and cooperation. Stress was given on MTNL revival and survival. GS assured that all out efforts will be made to see the MTNL revival and implementation of agreed points. He asked officers to be prepared for further struggle for MTNL revival and other issues.

GS explained that how in spite of  long persuasion and strong presentation with Secretary, DOT in the recent meeting these issues are still unresolved. He assured that shortly these issues will be taken up with the Minister of communication, Secretary, DOT and CMD MTNL. He informed that during the meeting with Secretary DOT, these issues were noted down by Secretary and Joint Secretary after strong arguments by GS, MEA. Secretary response was positive.

11-04-18-- East Area Joint meeting was held at Minto road building, which was attended by about 800 employees and officers. Meeting was addressed by GS, MEA Shri V K Tomar, GS, MTNL MS Shri Dharamraj Singh, CS Delhi MEA Shri Sunil Kumar and other office bearers. All the speakers thanked and congratulated the employees and officers for  their massive support and participations in all the agitation programmes of Forum of MTNL Unions and Associations which yield the result in the form of 73.8% fitment, recommendation of 3rd PRC by MTNL, effective measures for MTNL revival, recommendation for pension revision, recommendation of counting of casual service for pension, held in abeyance of the orders of 25% cut of sanctioned posts of all cadres. All the office bearers and members were happy over this achievement and greeted the representatives by clippings and flower bouqates.

Every one stressed that it is the big achievement of today's time but it is not the end of the struggle, we will have to be prepared for further struggle to ensure the implementation of all agreed points and other issues which are still unresolved after long persuasion and fight.  It is continuous process in trade Union to fight for our legitimate rights. 

It was stressed that now we have to make all out efforts to improve the services and revenues of the company to get it revived. Association and union will see that policies and decisions of MTNL management / Govt are taken in the direction to revive MTNL. Now on ward our struggle will be for MTNL revival and left out issues.

National Executive Council Meeting of NCOA and AIPCOC held on 7th and 8th April 2018 at Vishakhapatnam in which after two days discussion following resolutions and decisions were taken.

1. Govt has accrued about 3lakh crores through disinvestment of PSUs, so this amount should be utilized for revival of sick PSUs and to pay arrears of employees

2. Govt has notified that no govt employee/union can criticize or raise voice against govt policies, this decision is to be challenged in ILO

3. NCOA should apply for affiliation with ILO

4. Employees of those PSUs which have been closed or privatized should be absorbed in other PSUs.

03-04-18 Delhi Circle CEC Meeting---CEC was held on 02-03-18 at BSNL recreation club, Kidwai Bhawan, Janpath, which was attended by large number of office bearers and presided over by Shri S R Singh. Circle secretary and General Secretary apprised the house about agreement made with management on the issues raised by Forum of MTNL Unions and Associations of Delhi and Mumbai and also the Joint Forum of Retired Employees and Officers. CS & GS congratulated and thanked rank and file through the CEC for achieving lot of things through historical struggle of todays time.

GS elaborately explained how things could be achieved after long struggle and series of meetings and persuasion with Hon'ble MOC, Secretary, DOT and  CMD/ Dir (HR) MTNL. He explained that it is a historical achievement where we have made management and DOT agreed to settle many thing through this struggle with out any negative impact on the services of MTNL, which we never wanted for the revival and survival of the MTNL.

  1. We achieved fitment benefit of 2nd PRC with 73.8 % instead of 68.8 %, which is great achievement. All employees will get substantial hike in their salary and benefit in 3rd PRC and payment of pension.
  2. 3rd PRC recommendation by MTNL management. This is such an important issue which we dont want to loose at any cost, because as per DPE OM, MTNL is not qualified to implement 3rd PRC, but we are not responsible for today's condition of MTNL, that is why we are ready to fight with any authority in govt to ensure 3rd PRC implementation in MTNL. We are thankful that after our struggle, MTNL management has agreed to recommend to DOT to implement 3rd PRC after getting relaxation in affordability clause from cabinet and DOT also agreed to process the case for cabinet approval. We will fight upto last to ensure that all approvals are given by concerned authorities   
  3. Through our meetings with Minister,Secretary & CMD, we prepared ground for MTNL revival, which is most important issue for all of us. We are committed to fight to any extent to ensure revival of MTNL. Action in this direction will be visible shortly in the days to come
  4. Recommendation of MTNL management for pension revision as par 7th CPC, which is also very important issue to ensure pension revision.
  5. Stopping 25% cut in sanctioned posts of officers and employees--This cut was going to  badly affect the already worst promotion avenues of the officers. But now all DPCs will be conducted shortly without making any cut on sanctioned posts. Not only this, we have made CMD agreed to discuss to further improve the promotion prospects of the officers,
  6. 30% Corpus for post retirement benefits to the company recruited officers/employees and training increment issues were strongly raised by GS in the meeting with Secretary DOT, who noted these issues and said that there will be no discrimination in MTNL and BSNL, So know we have got DOT principally agreed to settle these issues at par with BSNL. Shortly these issues will be written and discussed with Secretary DOT and CMD MTNL.   
  7. After detailed discussion with CMD, he agreed to process the case of term insurance for the officers and employees who wants to get term insurence

Dear Friends it is the best result of  our present struggle.  It is the continuous process in the trade unions to fight and achieve and go ahead and than fight and achieve. Lot has been achieved and lot is still to be achieved. But now onward, we have to fight and work for MTNL revival. Don't be misguided by any force, but concentrate on improving the services of MTNL. We will shortly move to the areas to know the problems and suggestions and than Joint meetings with the MTNL Management and DOT to ensure MTNL revival.

Once again thanks and congratulations to one and all for this achievement.  We also thank to Hon'ble Minister of Communication, Shri Manoj Sinha, Secretary, DOT Smt Arunasunderajan & CMD, MTNL Shri P K Purwar, Dir (HR) Shri Sunil Kumar for agreeing many things and starting immediate action on the agreed points. Hope Board meeting will be held in second week of April and all agreed points will be approved in board meeting

28-03-18 Congratulations ! Agreement reached on strike notice of Forum of MTNL Unions & Association of working and retired employees and Officers of Delhi & Mumbai.

After series of meetings with Hon'ble Minister  Communication, Secretary Telecom and MTNL management in last few days on the demands raised by Forum of MTNL Unions and Associations through its strike notice, Today, a meeting was held with MTNL management and Unions and Associations representatives to deliberate on the issues and reach on a agreement. After lot of  exercise, a agreement was signed in JNC on all the issues. CMD appealed to withdraw the protest action on the basis of the agreement. Forum withdrew protest action.  From MEA side President P N  Vasane, GS Sh V. K Tomar, AGS Sh D P S Chaudhary, CS Delhi Sh Sunil Kumar and CS Mumbai Sh G P Yadav attended the meeting.

Salient points of agreement--

  1. IDA neutralization shall be done @ 73.8% of basic pay instead of existing 68.8%, the increase of 5% from 01-01-2007 on notional basis and actual payment w.e.f. 01-01-2018.
  2. Counting of service of casual labour for pension-- Matter will be taken up with DOT again.
  3. Implementation of 3rd PRC-- Matter will be submitted to the board of MTNL to consider for recommendation to DOT for implementation of  3rd PRC in MTNL.
  4. Revision of pension as per 7th CPC-- MTNL will forward this case to Govt with the request that the demand may be consider favorably on priority.
  5. Freezing of 25% post in all cadres--Management agreed to keep the order held in abeyance.
  6. Revival of MTNL-- Management briefed all the steps regarding revival of MTNL.

27-03-18 Regarding Agitation programmes and Subsequent Developments

In reference to the STRIKE NOTICE of dated 08.03.2018 given to the Secretary(T) DoT and CMD MTNL at the platform of forum of MTNL Delhi & Mumbai and joint Forum of MTNL retirees, series of meetings were held at the level of MOC & IT, Secretary(T) DoT, CMD MTNL and Director(HR) to resolve the issues. A meeting of representatives of forum of MTNL Delhi & Mumbai and joint forum of MTNL retirees was held on 26-03-2018. The representatives elaborately discussed on the negotiations held with the management in the meeting.
Final decision on our demands will be taken tomorrow in the meeting with MTNL management and accordingly we will decide on our agitation programmes.

23-03-18 Meeting of Unions & Associations with Secretary, DOT--

Meeting of Unions and Associations of MTNL Delhi and Mumbai along with Shri Arvind Sawant , Hon'ble MP, Loksabha & President Kamgar Sangh was held with Secretary DOT, Member (Fin), Joint secretary (Adm) and other senior officers of DOT in Sanchar Bhawan today . All the issues of MTNL including revival of MTNL/ merger of MTNL and BSNL, 78.2% fitment, counting of casual service for pension, pension revision and other issues of employees/ officers like training increment, 30% corpus etc were raised by Shri Arvind Sawant ji, Shri Dharamraj Singh, GS, MTNL MS & Shri V K Tomar, GS, MEA. Secretary listened all the issues patiently and replied that Hon’ble Minister has instructed that there should not be any discrimination in MTNL and BSNL, and said that she has noted all the issues raised in the meeting, which will be discussed with Hon’ble MOC and she will come back shortly with the decisions on the Issues raised by Unions and Associations. She was very positive in the discussion. 22-03-18 On 22nd March , meeting with the Honorable MoC Shri Manoj Sinha was held in Sanchar Bhavan New Delhi along with MP Shri Arvind Sawant and the office bearers of MTN KS, MOA, BMS and MEA. It was briefed to Honorable MoC about the present scenario of MTNL and the ensuing Trade union action.After listening, Honorable MoC asked his PS to convene an immediate meeting on 23rd March at 1430 Hrs along with Secretary DOT and representatives of unions and associations to deliberate on the issues.

14-03-18 The Standing Committee of Information Technology has asked government to allocate 4G spectrum to state-run telecom firm BSNL and MTNL at the earliest to help them compete and survive in the market. "The Committee is of the view that both BSNL and MTNL will lose the data market, if they are not given 4G services soon. To compete and survive in the telecom market, the Committee feels that 4G spectrum should be given to them at the earliest," the committee, chaired by BJP MP Anurag Singh Thakur, said in its report tabled in Parliament today.  <<news>>

19-02-18 MTNL board in its meeting on 13th February 2018 took note of the DOT letter dated 08-02-2018 regarding extending benefit of merger of 50% DA effectively amounting to 78.2% fitment as on 01-01-2007 to MTNL employees and desired that DOT may be intimated that MTNL is not in a position to extend the benefit of 78.2% fitment to its employees from its own resources due to severe financial constraints.
   
19-02-18 MTNL board in its meeting on 13h February approved the proposal for restructuring the posts across all cadres by freezing 25% of the posts. Existing arrangement of adhoc promotion and look after arrangement will continue subject to the review  by managment from time to time in the intrest of service and administrative requirement. However regular promotion and any further adhoc or lookafter arrangement will be effected only on the basis of the posts arrived at after applying 25% freezing factor.

 By applying 25% freeze factor on sanctioned strength 2605 posts of Executives and 9585 posts of non-Executives will stand freezed. A GM level committee will be constituted for restructuring of the posts of all the cadres, which will submit report in three months.

17-02-18 We have come to know that MTNL board has approved the 25% seizure of sanctioned posts of all cadres and a committee has to be formed to review the sanctioned posts of all cadres.
   
13-02-18 DOT issued letter to MTNL regarding 78.2% IDA merger: MTNL has to pay the benefit of 78.2% IDA merger from its own resources. <<letter>>
   
13-02-18  The suit filed by MTNL management against all Unions and Associations in Mumbai  came up  for hearing in the Hon Bombay High Court on 12th february,18. The DOT has filled Affidavit stating that they have complied with order dated 7th of Nov of the Hon Bombay High Court and informed court that  DOT has written to MTNL that the proposal to extend benefit of merger of 50% IDA effectively amounting to 78.2% as on 01-01-2007 to MTNL employees may be processed in light of DPE OM No.2(70)/08-DPE(WC) dated 26.11.2008 and dated 02--04-2009 but MTNL has to bear the additional financial implication on account of 78.2% IDA implementation and no budgetary support shall be provided by DOT

After hearing both sides, court directed that if MTNL does not implement 78.2% fitment, Union and Associations can resort to trade union action after serving 14 days notice.

After effective struggle of Joint Forum of MTNL Unions and Associations of Delhi & Mumbai, MTNL management had to approve the  78.2% fitment in board meeting, and now because of effective fight by our Association in court, DOt has given its consent for implementation of 78.2%  as per DPE OM. Now after DOT consent, management has no reason not  to implement DPE orders in respect of 78.2% fitment. 

  

   
09-02-18 Meeting with CMD--GS Sh V K Tomar along with AGS Sh D P S Chaudhary & CS Shri Sunil Kumar met CMD today and had discussion on MTNL/ BSNL merger and MTNL revival. CMD also informed that DOT is not in favor of MTNL and BSNL merger. but CMD was still of the opinion that merger is the best solution which should be pursued by Associations/ Unions in DOT. He shared the discussion and minutes of DOT meeting on the MTNL and BSNL merger/ MTNL Revival. He elaborately explained  the issues on which DOT is agreeing with MTNL. Making MTNL debt free 2--Alloting 4G spectrum to MTNL without cost by increasing Govt equity in MTNL. he informed that Addl Secretary is pressing for reducing retirement age from 60 to 58 to reduce staff cost.

A detailed discussion was held on all options.

Freezing 25% sanctioned posts in all cadres--Association has registered its strong protest on the move of MTNL management to cut or freeze 25% posts in all cadres.  Association explained how this move will be counter productive and bring lot of frustration and demoralization amongst officers and affect MTNL working adversely. Association has categorically informed CMD that if this decision is taken by MTNL management, than there will be industrial unrest.

Be ready for struggle for settlement of pending issues and to stop negative move of MTNL.     

   
09-02-18 Meeting with Director (HR)---GS Shri V K Tomar along with AGS Shri D P S Chaudhary & CS Shri Sunil Kumar met Director (HR) today and discussed  the issue of merger/ revival of MTNL. He informed that DOT has not agreed on the proposal of MTNL and BSNL merger, but is agreeing on some other steps for MTNL revival 1- Transfer of MTNL loan with some assets to DOT to make MTNL debt free  2--Allotment of 4G spectrum to MTNL without payment by increasing Govt equity in MTNL 3--Reduction of staff cost. a detailed discussion was held on these options.

25% Post cut/ freeze in sanctioned Posts of all cadres--Association strongly opposed this move of MTNL management which is anti staff and counter productive for  smooth functioning of the company. GS explained how it will affect the promotion prospects of the officers and will further increase the frustration and demoralization amongst the officers and adversely affect the field working.

   
09-02-18 GS writes to CMD against the management decision of uniform freeze/ cut of 25% sanctioned posts of all cadres. Management is taking up the case in ensuing board meeting on 13th February to freeze/ cut  25% sanctioned posts of all cadres. It will further reduce the promotion prospects of the officers. Even on going DPCs will be affected.

07-02-18 Meeting with Director (Tech)-- GS along with AGS Shri Sanjai Kumar, CS Sh Sunil Kumar & CT Shri Satyavir singh met Dir (T) on 6th Feb and had discussion on MTNL revival and uniform cut on sanctioned posts of executives and non executives.

Regarding the proposal of MTNL/BSNL merger he informed that DOT is not positive on this issue, but the exercise of transferring the loan with assets to DOT is in process to make MTNL loan free company. He also informed that there is positive approach of DOT for giving 4G spectrum to MTNL in lieu of increased equity of Govt in MTNL. Many other things to make MTNL operational viable were discussed.

25% uniform cut in sanctioned posts of executives and non executives--

This issue was discussed in length in the light of poor promotional avenues of officers in MTNL. Association explained to him that how officers are very much demoralized and frustrated because of poor promotional avenues in MTNL. He was informed that  officers are stagnating in one cadre ranging from 10 years to 25 years, which is very demoralizing factor in the company amongst the officers which directly affects the performance of individual and company as a whole and the decision of uniform cut of 25% in sanctioned post will further increase the stagnation ,which create heart burning amongst the officers. Association registered its strong opposition on this issue and requested him to take comprehensive view keeping in view the facts given by the Association.    

  

   
07-02-18 Meeting with GM(HR)--GS along with AGS, Sh Sanjai Kumar & CS Delhi Sh Sunil Kumar met GM(HR) on 6th Feb,18 and discussed following issues.
  1. DPC for regular promotion from DM(T) to SM(T)--She informed that roaster of SC/ ST is being prepared for deciding the eligibility list for promotion and also management is waiting for the out of 14th Feb supreme court hearing regarding seniority case of SDE. Association has pleaded for early DPC.
  2. 25% uniform cut in sanctioned posts of all Executive and non executive cadres--  Association came to know that management is going to apply 25% uniform cut in sanctioned posts of all executives and non executive posts. This issue was discussed with GM(HR) and it was conveyed to her  that this type of decision will be proved counter productive because  it will not only demoralize the officers by increasing the already long stagnation in one cadre by reducing their promotion post, but also adversely affect the field work. Association has conveyed its strong opposition on this issue.
  3.    AM to DM regular promotion- She informed that process for filling  SCF anf LICE quota will be started shortly in all disciplines.
  4. Training increment--  GS asked her to process the case for board approval. she informed that this case was not put up in the board meeting because there were already so many agenda points in this board meeting. 

 

   
07-02-18 Meeting of MEA office bearers of Mumbai Circle with Director (HR)-- During the visit of Director (HR) to Mumbai our Mumbai circle Office bearers along with CHQ President Shri P N Vasane and Circle Secretary Shri G P yadav met Director (HR) and discussed following issue.   6. Director (HR) informed that MTNL is recruiting 200 direct TTAs. Process will be completed shortly
  7. MTNL/BSNL merger and other issues were also discussed.

Today our case regarding 78.2% fitment payment was heard by Hon. Bombay High Court, our Counsel Mr.Vansh Bahadur Sabhajeet Yadav, pointed out to the Hon Court, paragraph-4 of the order dated 07/11/2017, passed by Hon.Mr.Justice R D Dhanuka,wherein the Govt.Of India,defendent no-5 has to inform the parties of their decision by15th Dec,2017,as directed by the hon.courtL which they failed to do,hence committed the breach of order dtd.07/11/2017, passed by Hon Bombay High Court.Today the Hon.court directed the Secretary, DoT to remain present on Monday,12/02/2018 at 1500Hrs in the Hon'ble.Bombay High Court. court also ordered to inform ASG in the matter.

   
31-01-18 On January 30, 2018, the joint general meeting of the MTNLEA and MTNL Mazdoor Sangh (Head Quarter Unit) was held in the ED office, Khurshed Lal Bhawan premises during the lunch hour. This general body meeting was addressed by speakers including GS MEA Shri VK Tomar, CS MEA Delhi Sunil Kumar, GS MTNL MS Shri Dharamraj Singh. National Confederation of Officers Association (NCOA) national General Body meeting at New Delhi on 20.01.2018:

The NCOA meeting held at MTNL Auditorium, Mahanagar Doorsanchar Sadan, CGO,New Delhi on 20.01.2018 in which all the affiliate Associations participated. The Conference was inaugurated by Shri P K Purwar, CMD/MTNL and addressed by Shri P K Purwar, Shri Sunil Kumar, DIR(HR)/MTNL, Com Baby Thomus, SG, NCOA, Com K Sebastin/GS SNEA, Com AA Khan/ President SNEA,, Com G L Jogi/Chairman,. Senior leaders Com Ashok Rao and Com K S N Raju also addressed the Conference.

In the Conference Com V K Tomar, GS/MTNL EA, Com Alok Roy, President/Oil India Officers Association and Com Mallesh from BEML are elected as Secretary General, President and Treasurer respectively. Com Arvind Pal Dahiya and Com Dilip Saha from SNEA elected as Deputy Secretary General and Vice President respectively.

Com P N Vasane, President, MEA, Com S S Sette , AGS, Com V K Gangwar,  CHQ Treasurer & Com Shailender Tripathi came from Mumbai to attend this Conference.

From Delhi l CHQ/ Circle Office bearers and some other members attended meeting.

Immediate priority of NCOA will be to fight to stop Privatization of Public Sector and implementation of  3rd PRC in all Public Sector Units irrespective of affordability condition.

23-01-18 Out come of Mumbai High court case..
Today our Sl. No.-962, was called for hearing by the Hon.Bombay High Court of the MTNL matter regarding the issue of 78.2 IDA Merger raised by our association. Our counsel Mr. Vansh Yadav, argued that there are several judgments in this matter and order passed by the Bombay High Court in the matter and there is admitted liability of RS.1166 Cr . Today the counsel for Govt of India was absent. The matter was adjourned for next week. The court directed that the statement made earlier shall be continued. Next date may be known by evening today.

MTNL Baord has approved the proposal of MTNL-BSNL merger and the same has been sent to DoT.  It is learnt that there was a meeting in this regard in DoT today morning.

COMBINED GBM of BMS & MTNLEA KIDWAI BHAWAN

On 18th Jnuary 2018, a combined GBM of BMS & MTNL EA of Kidwai Bhawan was held during the lunch hour time.  GBM was addressed by GS MTNLEA Sh.V.K. Tomar, Circle Secry. MTNL EA Delhi Circle, BMS President Sh. Mahavir Singh, BMS Gen. Secy. Sh.Dharmraj Singh & other Office Bearers. The speakers detailed  the gathering about the developments related to  MTNL revival/ MTNL & BSNL merger, 3rd PRC implementation, implementation of 78.2% fitment etc.

CEC Meeting of MEA DELHI Circle---CEC meeting was held on 17th January 2018 at Room No. 555, Kidwai Bhawan, ND. CEC was addressed by GS, Sh V K Tomar, CHQ Vice President Shri P.K. Gupta & CS Shri Sunil Kumar along with other key officer Bearers. GS elaborately explained all issues related to MTNL revival/ MTNL & BSNL merger, 3rd PRC implementation, implementation of 78.2% fitment, 30% corpus for post retirement benefits, counting of training period for the purpose of drawing increment, DPCs in different executive cadres, promotion policy in PSU hierarchy, terms insurance etc.  GS assured house that Association will resort all means including legal one to get all pending issues if management fails to settle the long pending legitimate issues which are being raised and pursued by the association for a quite long time. He said that no stone will be left unturned to get MTNL revived and settlement of pending issues.

17-01-18 GS writes to CMD: Views of MEA on MTNL & BSNL merger issue. We demand:
1. 78.2 % IDA before merger
2. Pay parity in 3rd PRC.
3.VRS option.
4. resolve all HR issues like, promotion, seniority lists, 30% corpus, training increment, etc before merger.

04-01-18 Meeting with MTNL management on MTNL revival----Today meeting was held in MTNL board room which was attended from management side by, CMD, Director (HR), Director (Tech), ED, Delhi, PGM(O), PGM(D), GM(HR), GM(A) Delhi, GM(New business), ED (Mumbai), GM(A) Mumbai and other senior officers of Mumbai were on video conferencing. from Association/ union side, MEA, MOA and both recognized Unions of Delhi & Mumbai participated in this meeting.  MEA was represented by GS, Shri V K Tomar, CHQ President, Shri P N Vasane, Circle Secretary Delhi, Shri Sunil Kumar, Circle Secretary, Mumbai Shri G P Yadav

CMD & Director (HR) briefed about the changing scenario in telecom industry and said that in this changing scenario, small telecom companies who are not offering pan India services are either closing or merging with big companies of pan India presence and in coming days only 3 or 4 companies are going to survive. So MTNL management is proposing merger of MTNL with BSNL for MTNL survival.

Management gave a power point presentation of the proposal of merger in which they have mentioned the history of MTNL and balance sheet of MTNL.  management was of the view that it is very difficult to survive MTNL being confined in two cities. keeping in view the opposition of BSNL for MTNL merger with  BSNL on the ground of loan liability and HR issues, MTNL management is trying to address these issues with following proposals. It was clarified by management that it purely a proposal of MTNL management for MTNL survival,  neither DOT/ BSNL or govt has asked for it

salient point of proposal are as under--

  1. Merger of MTNL with BSNL is not the proposal but necessity for both the companies
  2. Govt should take loan liability of 17000/- crore with the surplus land of MTNL worth about 20,000/ crore
  3. Pay parity of MTNL and BSNL employees with making higher pay of MTNL employees as personal pay to protect the pay of MTNL employees
  4. VRS on Gujrat model
  5. promotions and perks and allowances at par with BSNL
  6. optional voluntary retirement with increment of left out service upto maximum five increments.

Management has asked comments/ view points of Associations and Unions on this proposal. We will discuss amongst our self and respond on these issues.
